President

Ryan Plagens, P.E.
Vice President

Originally from Austin, Mark moved to San Antonio to continue his education at UTSA; earning a Bachelor of Science in Civil Engineering.
Mark joined UP a little under a year ago but has been in the field for over 20 years. Focusing on Storm Water engineering, he serves as a P.E for the company, ensuring that the utilities work smoothly for every project the company takes on.

Fun Fact:
In Mark’s free time he loves to read and take his three daughters to all their activities.

Eric Neve
Survey Coordinator

Eric started his survey career in 2010 as an instrument man and worked his way up to a Survey Coordinator for UP Engineering + Surveying.  He previously spent several years in the oil and gas industry where he designed and surveyed over 1000 miles of pipeline. He currently holds an API 1169 Pipeline Construction Inspector certification and FAA Remote Pilot Certificate (part 107) and is currently working on his S.I.T.

Fun Facts:

He has a daughter who’s going to UT Austin (go longhorns!), a nephew who’s in junior high that he is raising with his fiancé, has 3 dogs, loves to try new foods whenever the chance arises, and does woodworking in his free time! 

William Farley (Bill)
CAD Designer

Bill is a civil CAD designer brings top-notch design skills and leadership to UP Engineering + Surveying.  He is a crucial part of the UP team operating as our CAD Manager.  Bill was 16 years old when he and his family moved to New Jersey. That first day unloading their truck, a neighbor stopped by to introduce himself and offered Bill a job working as a rodman for his survey company.  It was from that day that he began his career in the engineering and surveying field.  Bill started working alongside Natasha 16 years ago at another firm and always loved her passion for the projects and the fun she brought to the office.  When the opportunity arose in 2019, Bill joined UP and says his hope is to continue helping UP be one of the top firms for client satisfaction.

Fun Fact:

If Bill is not working, he most likely will be on a Tennis Court!  He also enjoys boat parties on the lake and traveling whenever possible.

Nathan Chamberlain, P.E.
Project Engineer

Meet Nathan Chamberlain, PE, a civil engineering professional with 10 years of experience in delivering successful projects. Nathan has played a pivotal role in managing a diverse portfolio of complex infrastructure ventures, ranging from large-scale residential projects to commercial development initiatives. His expertise in coordinating cross-functional teams, optimizing resources, and ensuring compliance with regulatory standards has consistently led to on-time and within-budget project completions. Equipped with exceptional problem-solving skills and a keen eye for detail, Nathan continues to drive innovation and efficiency, leaving an indelible mark on the civil engineering landscape.

Fun Fact:

Nathan has a daughter and a yorkie. His soul runs on black coffee, the bitter elixir fueling his relentless pursuit of excellence.

Tyler Smith, P.E.
Project Manager

Meet Tyler Smith, PE, Project Manager at UP Engineering + Surveying. Tyler is a Civil Engineer Professional who joined the UP team in 2018 and works on various commercial and residential projects in the South Texas Region. A graduate of Colorado School of Mines with professional engineering licensure across multiple states, Tyler helps deliver efficient engineering solutions for our customers and is a true asset to the team.

Fun Fact:

Tyler has 2 cats and 1 dog and has traveled to 15 countries.

Richaes Neubauer III (Trey)
Director of Land Surveying

Richard Neubauer III (Trey) is a seasoned professional with a decade of experience in the field of land surveying. Currently serving as the Director of Land Surveying at UP Engineering + Surveying, Trey brings a wealth of knowledge and expertise to his role.

Trey’s journey began ten years ago, when he entered the field as an entry-level survey technician. Through hard work, dedication, and a passion for the craft, he quickly distinguished himself as a diligent and meticulous surveyor.

Driven by his ambition to excel, Trey graduated with a Bachelors in Geography from Texas State University, eventually earning his Registered Professional Land Surveyor (RPLS) license.

As the Director of Land Surveying at UP Engineering + Surveying, Trey brings his extensive experience and visionary leadership to the table. He is responsible for overseeing the entire surveying division, implementing strategic initiatives, and driving operational excellence. His dedication to delivering accurate and reliable surveying services, combined with his commitment to fostering a culture of continuous education and improvement, make him an invaluable asset to the organization.

Fun Fact:

Outside of his professional pursuits, Trey is a father of two, and an avid hunter, fisher, and nature enthusiast. He enjoys exploring the outdoors, appreciating the natural landscapes that he has the privilege of surveying and preserving.

Sarah Fulcher
Human Resource Manager

Meet Sarah Fulcher, Human Resource Manager & Event Coordinator for UP Engineering + Surveying. With 12 years of background in the surveying and engineering profession, working in administration, crew coordination & equipment management, she eventually moved into the Human Resource world a few years later. Sarah’s goal is to help maintain UP’s vision of a fun work environment that everyone looks forward to coming into every day. “A happy environment is a productive environment”.

Fun Fact:

Sarah has 7 children, 2 stepchildren, 10 grandchildren, a wonderful husband & a best friend of 40+ years. She also has a mini farm with chickens/sheep/goats/dogs/fish. She loves fast cars (manual only) and motorcycles.

Wilhelm Sanchez
Construction Coordinator

Wilhelm (Wil) Sanchez, Construction Coordinator, started his surveying career in 2007 and worked his way up to his current position of Construction Coordinator for UP Engineering + Surveying. In his surveying career he has worked in the oil and gas industry along with the civil engineering industry. He currently holds an FAA Remote Pilot Certification (part 107) and uses this certification often by taking aerial shots on the job sites for clients while out on his inspections.

Fun Fact:

He enjoys dirt biking with his sons, playing on a baseball team, and doing art when the time allows.

Luis M. Ramones
Production Manager

Meet Luis M Ramones, Production Manager of UP Engineering + Surveying. Luis has been in the Civil Engineering Business for over 40 years and brings his experience & expertise in Residential Land Development. Starting in the 80’s, he honed his craft utilizing hand drafting and working on survey crews and any part of project that he could get his hands into. As the technology growth emerged, Luis took these skills and applied them using the new tools available, from computers, program applications to CAD and focused on production with the mind set of working smarter not harder through efficient techniques. Luis became co-owner of an Engineering Company in 2002 and due to its success was able to merge with a larger firm 14 years later. He has worked to develop hundreds of subdivisions over the last 4 decades. When the opportunity came in August of 2023, Luis joined UP Engineering and hopes to help with its growth to being a firm of choice for Clients.

Fun Fact:

Luis is an avid Dallas Cowboy and NASCAR fan and enjoys his weekends sitting by the TV watching the games and drinking a relaxing beverage, while Barbequing with the family, with the occasional travel to see the Cowboys in person.
